Understanding Parity: Ensuring Equitable Health Insurance Coverage For Mental Health & SUD Treatment

A 3 hour training event with Jake Berry and Jess Wojenski 

9:00 a.m. – 12:00 a.m. (registration begins at 8:30 a.m.)

PRESENTATION:  This training will equip attendees with the knowledge and resources to advocate for equitable health insurance coverage for mental health and substance use disorder treatment as mandated by federal parity law. Passed in 2008, the federal Paul Wellstone and Pete Domenici Mental Health Parity and Addiction Equity Act requires most health insurance plans to cover mental health and substance use disorder services in about the same way that they cover physical health care services. Still, more than a decade after passage of the Parity Act, access to mental health and substance use disorder services remains a challenge for many in need. This training will provide an overview of federal and state mental health and substance use disorder parity laws and enforcement efforts, and will offer action steps and resources to help overcome coverage obstacles.


  • Identify how federal and state parity laws and enforcement efforts impact access to mental health and substance use disorder treatment in New Hampshire; 
  • Recognize and report suspected parity violations; 
  • Navigate the appeals process for claims denials;
  • Utilize resources available to individuals and providers that answer questions and address parity concerns.

PRESENTER: Jake Berry is Vice President of Policy at New Futures, New Hampshire’s leading health policy and advocacy organization. In this role, Jake manages the organization’s policy efforts, providing expertise and management in healthcare, substance use, and early childhood policy. His role includes tracking critical legislation and ensuring that lawmakers, advocates, and the public are well-informed about New Futures’ core issues. Prior to joining New Futures, Jake served as District Director for U.S. Rep. Ann McLane Kuster in New Hampshire’s Second Congressional District. In this role, he oversaw the daily operations and strategic planning of Congresswoman Kuster’s New Hampshire offices. He also worked previously as a reporter and editor at newspapers throughout New Hampshire and across New England, including the Nashua Telegraph, the Cape Cod Times, the Keene Sentinel and others. A Manchester native, Jake earned a Bachelor of Arts in Communications and Sociology from Boston College and a Master’s in Educational Studies from Southern New Hampshire University. He currently serves on the Board of Directors of the Moore Center, Friends of New Hampshire Drug Courts and Temple Adath Yeshurun in Manchester.

Jess Wojenski is the Training Manager and a Community Engagement Coordinator at New Futures. Jess is responsible for recruiting, training, and mobilizing advocates to participate in the legislative process. She also manages New Futures training program, including development, implementation, and consulting with community organizations to deliver customized trainings. Jess received her BA in Communication and Women’s Studies from the University of New Hampshire with minors in Sociology and Race and Ethnic Studies. She has interned at organizations dedicated to advocating for healthcare access, women’s rights, and social justice, and co-founded a successful student organization at UNH focused on the same. Jess currently serves on the board of the Equality Health Center in Concord. She grew up in NH and continues to reside in the Granite State.
