PRESENTATION:  Nationwide, 4.5 million people are on probation or parole which is twice the incarcerated population including those who are in state and federal prisons and local jails. The criminal justice system is too overloaded and effective treatment and supervision strategies often send large numbers of probationers and parolees back to prison for technical violations or for failure to follow the rules. The challenges of reentering society after a period of confinement can be difficult for an offender who does not have the necessary reentry supports to overcome the harsh realities of reintegration back into society.  The churning of offenders in and out of the system leads to an increase in recidivism rates and risk to public safety. Researchers have identified a core set of strategies that can reduce recidivism. These include the use of a validated risk assessment tools, case management services that match appropriate supervision levels and offender needs, cognitive behavioral therapy and appropriate sanctions and rewards for violations and compliance. During this hands-on workshop, participants will evaluate evidence-based practices that have been successful in working with offenders reentering society and will learn how successful reentry breaks the cycle of recidivism. Objectives: Participants will identify the Risk Need and Responsivity principles that are effective in the supervision of offenders; Participants will identify cognitive behavioral strategies that address dynamic risk factors and lead to shaping offender behaviors; Participants will explore targeted supervision strategies that deal with the critical needs of high-risk offenders; and Participants will analyze successful programs that have resulted in the positive reintegration of offenders back into the community

PRESENTERS: Brenda Westberry is President and founder of Westberry Consulting where she facilitates workshops, conferences and trainings on a national level for businesses, government and community agencies. Brenda is a retired Chief Probation Officer from the State of Connecticut Judicial Branch. She has over 30 years of experience in working with criminal justice offenders, treatment agencies, the addicted client population and recovery organizations. Brenda has extensive training in working with multiple validated risk assessments using evidence-based practices and was trained by members of J-SAT and the National Institute of Corrections in the instruction of Motivational Interviewing, coding, coaching and feedback. Brenda has been involved in multiple projects throughout the country working with correctional and community agencies with both adult and juvenile offenders who have faced life sentences. Brenda is a professor in the Criminology, Sociology, Social Work and Applied Sciences Department at Eastern Connecticut State University and an Instructor for the ATTC-NE, at Brown University, as well as a 10-year faculty member of the New England School of Addiction Studies and the New England School of Best Practices. Brenda holds a Master’s degree in Sociology, and a Bachelor’s degree in Justice and Law Administration.
