PRESENTATION:  Substance Use Providers need to abide by two different sets of federal regulations, 42 CFR Part 2 and HIPAA.  The regulations however, vary and at times disagree.  This session will provide an overview of both regulations and how they differ.  Participants will discuss these differences both in theory and practice so that new and seasoned substance use providers have the tools they need to best communicate with other entities, individuals and agencies.  Techniques for applying Part 2 rules when working with non-Part 2 providers and how best to facilitate these working relationships will be a component of discussions and scenarios throughout the training. This session will provide a general overview of the differences between these two laws and provide new and seasoned SUD providers with the tools they need to effectively navigate these laws in their practice. As a result of this training participants will: 


  • Learn the fundamental differences and what they look like in practice;
  • Learn techniques to utilize Part 2 rules when working with non- Part 2 providers and how to better facilitate these working relationships; and 
  • Discuss real-life scenarios and identify how to navigate different Part 2 situations.

    ABOUT THE PRESENTER:   Dr. Horn received a Doctorate in Psychology, with a teaching emphasis, from Walden University and has over a decade of progressive clinical experience working with the complex diagnoses that often accompany addictions and co-occurring disorders. She is a Licensed Clinical Social Worker (LCSW) and is licensed by the State of Montana as an Addiction Counselor (LAC). She is certified as an SAP (Substance Abuse Professional) to conduct assessments for those with a safety-sensitive position under the Department of Transportation. She also has accreditation from the NAADAC-The Association for Addiction Professionals as a Masters Addiction Counselor (MAC). Malcolm is responsible for ongoing training and education for clinical and support staff.

    NH Alcohol & Drug Abuse Counselors Association has been approved by NBCC as an Approved Continuing Education Provider. ACEP No 6754. Programs that do not qualify for NBCC credit are clearly identified. NHADACA is solely responsible for all aspects of the program.
