"I'm nominating Phoebe because of her dedication to serving those in need through her therapy practice. Phoebe is licensed to provide mental health and substance use treatment to the vulnerable individuals in our community (and surrounding areas). Her ambition and comprehensive knowledge of these conditions is amplified through her career as a social worker. She's worked as a health mentor for Greater Manchester Mental Health, a clinician for Merrimack County Drug Court, a clinician for Riverbend's Mobile Crisis Team and Concord Hospital's Emergency Department, and the Director of Education for the NH Harm Reduction Coalition. In addition, Phoebe has participated on numerous Boards around the state, including the NH Council on Problem Gambling, NH Harm Reduction Coalition, and NHADACA. She also recently conducted a presentation at the 2025 NH Behavioral Health Summit titled "Alcohol Use and the Aging Population" about AUD among older adults. Phoebe is a highly-motivated and knowledgeable individual dedicated to servicing her community and promoting best counseling practices."

Biography:

Phoebe Axtman, LICSW, MLADC is the Director of Education for the New Hampshire Harm Reduction Coalition and owner of Be One Counseling. Phoebe Axtman received her Master’s in Social Work from the University of New Hampshire. She is dual licensed as a LICSW and MLADC, working in private practice, serving people experiencing both mental illness and substance use. Phoebe started her career in the mental health field working with individuals experiencing severe and persistent mental illness. She has continued her work in mental health, determined to bridge the gap between the mental health and substance use fields. Phoebe is the Director of Education for the New Hampshire Harm Reduction Coalition, providing trainings in the state of New Hampshire on overdose prevention and reducing drug use harms. Phoebe has been a resident of New Hampshire for over 25 years and strives to make the state a healthier place for everyone.
